Short story # 10 - A new beginning - A Tale of Gràís D’hè MàcBhàtàr

A week had passed since Gràís D’hè MàcBhàtàr and Elara Valerisar were crowned Empresses of Llamda. The Imperial palace buzzed with the energy of transition as they embarked on their first monument task: fortifying the borders of their empire. Llamda now, fully, encompassed every kingdom in the world, yet still there was the threat of the Shadow-force that loomed on the horizon. There was ever the concern of that army, once more, emerging from the continent of Shadowfall.





Gràís and Elara gathered their advisors in the council chamber,discussing the crucial need for defensive measures. Sunlight shone in the high windows, shedding a warm light on the wood paneled walls, and rows of benches where sat the councillors. Gràís stood before the front table, clad in black sleeveless vest and trousers, authority shone from her as she said, "From Shadowfall, a land bridge leads directly onto the continent of Arkanis," Gràís reminded them, her voice resonating with authority. "If that force emerges and breaches our borders, they could invade not just Llamda, but Valoria, Dùn Ard, Brynmir, Dùn Breagha, and even the Elven realm of Elarion. We must secure the borders. For if they gain foothold on this continent, they will have access to all others under our protection."


Elara nodded, her brow furrowed in thought. She stood beside her wife, looking at the maps on the table, her brown leather trench-coat and black trousers giving her the aura of being all business. "We need to organize an Imperial army," turning to her wife, "your father started this with the allied armies, now though, we need to expand upon that and make it more permanent. We can draw soldiers from every kingdom. Our defenses must encompass the entire continent, and that requires extensive fortifications."


As the plans unfolded, they deliberated over logistics. The Imperial Army would need to be well-equipped and adequately funded. "We can't rely solely on taxes; we must devise a sustainable plan to compensate our soldiers," Gràís stated. "They deserve decent pay, especially veterans and those who have been wounded in service. We ow it to them to ensure their well-being."


To this end, they brainstormed potential sources of revenue, considering trade agreements and resource allocation from the wealthier kingdoms within their realm. Elara suggested establishing a military fund, which could be supported by the council's decision-making process.


Speaking of the council, Gràís added, "We must also focus on the governance structure. We need to enhance this council into a Senate. It will be established in the Imperial Palace, where this council chamber will be enlarged to accommodate the additional personnel. It will be vital for the day-to-day running of the empire."


Lord Cedric of Dùn Breagha, interrupted. "This Senate you propose," he said, his voice booming across the chamber, "is nothing but folly! How can you expect to govern effectively with commoners sitting alongside nobles? They lack the wisdom and experience needed to make crucial decisions."


Gràís raised an eyebrow, her expression steady. "Lord Cedric, our empire is built on unity and representation. Including both nobles and commoners ensures that ever voice is heard, and it reflects the diverse tapestry of our society."


"But you would elevate those unworthy of power!" he continued, his tone dismissive. "What do they know of the burdens we carry as rulers? They will only disrupt the processes that have long served the kingdoms."


Elara leaned forward, her voice calm but firm. "Lord Cedric, you must understand that the strength of our empire lies in the collaboration of all its citizens. Commoners bring invaluable perspectives that can enrich our governance. We cannot afford to dismiss them simply because of their birth."


Despite the logical arguments from both Empresses, Lord Cedric continued to voice his dissent, refusing to yield. "This is madness! The very foundation of our rule will crumble if we allow such nonsense. I stand against this Senate proposal!"


Gràís's patience waned. With a commanding pretense, she interjected, "Enough, Lord Cedric. Your opposition is noted, but I will not entertain further debate on this matter. The Senate will be established with both noble and common representation from every kingdom. Your behaviour is not showing the merit of your argument. The people deserve representation. We do not rule, we serve the people. It is our duty to protect and serve their freedoms and needs. This is my decree as Empress, and I expect you to support it."


The chamber fell silent, the weight of her authority settling over them. Cedric's expression hardened, but he knew better than to challenge her further. "As you wish, Empress," he muttered, though the resentment lingered in his tone.


With the disagreement quelled, Gràís returned to the task at hand. "We will need to prioritize constructing fortifications along the borders," she insisted. "Every kingdom must contribute to this effort, both in manpower and resources. If we present a united front, it will deter invaders."


Elara agreed, visualizing the fortified landscape. "We can create watchtowers, barracks, and supply depots strategically placed along critical points of entry. Each of the locations can be provided with whisper crystals to keep in touch with one another and us. This will not only secure our borders but will also provide more jobs for the citizens of Llamda."


Gràís nodded in agreement. "That sounds good. Now let's get on with the Senate plans. Each Kingdom will need to select two representatives and that selection process needs to happen as swiftly as possible."


Elara nodded. "We can use whisper crystals to communicate the decree to each kingdom. They will allow for immediate transmission of our instructions, ensuring every ruler understands the urgency of this matter."


Lord Cedric, still bristling from the earlier confrontation, interjected, "And how do you propose we expand the council chamber? We're already crowded as it is. Will we need to build a new hall?"


Gràís responded, "We will enlarge the existing chamber to accommodate the influx of representatives. It is vital that our Senate has a suitable place to convene, one that reflects the importance of their role in our governance. We will also ensure that provisions are made for public attendance, as transparency is crucial to our authority."


The councillors murmured in agreement, and Elara continued. "We must plan for not only physical space but also the logistics of governance. The Senate will be responsible for day-to-day management of our empire - overseeing trade agreements, maintaining infrastructure, and ensuring the welfare of our citizens."


Gràís added, "Each representative will bring their kingdom's concerns and ideas to the table, fostering a collaboration across borders. But while we encourage discussion and debate, I and Elara are Empresses and will retain the final say on all matters. Our authority will remain intact to safeguard the empire from discord."


One of the advisors, Lady Maris of Brynmir, spoke up, "What safeguards will we have in place to ensure the Senate functions efficiently? With so many voices, it could easily devolve into chaos."


Elara acknowledged her concern. "We will establish clear procedures for how bills are presented and voted upon. Each potential law must receive a majority vote in the Senate before it is brought to us for ratification. If we agree then it will be passed into law. We will also implement time limits on debates to prevent stagnation."


"Additionally," Gràís added, "there will be committees within the Senate to focus on specific issues - military affairs, although Elara and I remain in command of the Imperial army. Other issues will be trade, public welfare, health, education, to name a few. This division of labour will allow for more thorough discussions and expedite decision-making."


Lord Cedric frowned, still skeptical. "But how can we trust that commoners will act in the best interests of the empire? Will they even understand the complexities of governance?"


Elara responded with a steady voice, "Every representative, noble or common, will undergo training in governance and the responsibilities of their role. We'll appoint experienced mentors from each kingdom to guide them, ensuring that they grasp the intricacies of leadership."


"Besides," Gràís said with a playful smirk, "it would be wise to remember that commoners often have the most direct insights into the needs and desires of the populace. They will surprise you, I am sure."


As the discussion progressed, the councillors began to warm to the idea of the Senate, recognizing its potential to unify the empires diverse interests. Gràís and Elara felt the momentum building, the promise of a more inclusive governance structure invigorating the room.


"To summarize," Gràís concluded, "we will enlarge the council chamber, each kingdom will select their representatives as soon as possible, and we will ensure the Senate has a clear mandate to assist us in governance while maintaining our ultimate authority. The strength Llamda lies in our unity, and this Senate will be the heart of our empire's voice."


The councilors nodded in agreement, a newfound determination settling in. The Empresses had charted a course for the future, and the strength of their combined vision for Llamda was palpable.


As the council session drew to a close Gràís and Elara made their way to their private chambers, where preparations for court awaited them. The air was charged with a blend of excitement and anticipation. The Empresses understood the importance of their first official court, a chance to solidify their rule and demonstrate their commitment to the people of Llamda.


Gràís stood before a full-length mirror, her fingers brushing over the soft fabric of her deep emerald gown, embroidered with silver thread that shimmered like the stars. The dress hugged her figure elegantly, flaring out at the waist and pooling around her feet. With a sigh, she turned to Elara, who was adjusting her intricate silver crown.


"I still have little love for these elaborate dresses," Gràís admitted with a playful grimace. "Give me my sleeveless vests and trousers any day. At least I can move freely in those."


Elara laughed, her eyes sparkling. "You look magnificent as you are, my love. Besides, you have to admit it suits your status."


Gràís rolled her eyes but couldn't help the smile that crept across her face. "If you say so, but I'd much rather be in my leathers."


With that, they ascended the grand staircase to the throne room, flanked by guards in polished armour. As they entered, the atmosphere shifted dramatically. The room was packed with nobles, commoners, and petitioners, all eyes turned toward the twin thrones that awaited them. The soft murmurs of the crows swelled into a chorus of anticipation. At the back of the room, the whisper crystals glowed softly, broadcasting the proceedings across the empire, allowing everyone to witness the new Empresses in action.


As Gràís and Elara took their seats on their thrones, the hall fell silent. The Empresses exchanged a confident glance, and Gràís raised her hand, signaling for the first petitioner to step forward.


"Let the court begin," she declared, her voice strong and resonant.


A nervous looking merchant stepped forward, bowing deeply. "Your Imperial Majesties, I am here to petition for the re-opening of trade routes to the Elven realm of Elarion. The recent unrest has made it difficult for us to sustain our livelihoods. Without these routes, we fear for our families' futures."


Gràís leaned forward, her expression thoughtful. "We understand the importance of trade to our economy. We will ensure the necessary negotiations are prioritized with the Elves. We will send envoys immediately and we will ensure the routes are adequately patrolled to ensure safety from any threats."


The merchant nodded, visibly relieved. "Thank you, Your Majesty. I am grateful for your swift action."


As the merchant retreated, another petitioner - a weary looking farmer - approached. "Your Majesties, the lands have been barren this season. We need support for irrigation projects to sustain our crops. Many of us face ruin otherwise."


Elara responded, her tone compassionate. "Your concerns are valid, and we will allocate resources to assist with irrigation. Additionally, we will appoint a committee from the Senate to oversee agricultural initiatives, ensuring our farmers have the support they need."


The farmer's eyes widened with gratitude. "Thank you, Empress Elara. We have faith in your leadership."


As more petitioners stepped forward, the Empresses navigated a variety of requests: some seeking aid for rebuilding efforts after the war, others advocating for protection against rising taxes, and many expressing a desire for more representation in the Senate. Each time, Gràís and Elara listened intently, responding with wisdom and authority.


The next petitioner, a nobleman with a loud voice and an air of arrogance, approached. "Your Majesties, I must protest this idea of including commoners in the Senate. How can we trust their judgement? They lack the education and refinement required to make decisions for our great empire."


Gràís met his gaze with unwavering confidence. "Noble Lord Cedric, your argument held no weight in the council, and it will have even less in public. The voices of our common people are just as important as yours. If we are to lead effectively, we must embrace the perspectives of all our subjects, including yours."


Cedric scoffed, crossing his arms. "This will only lead to chaos. Nobility has always ruled for a reason!"


Elara interjected, her tone firm her yet calm. "And it is that mindset that needs to change. We are forging a new path for Llamda, one built on unity and understanding. Your voice is important, but it will not overshadow the voices of the people."


The tension in the room was palpable, but Gràís’s commanding presence quelled the murmurs. "In this new empire, we will not stifle anyone's voice, including yours. Our decisions will be made in collaboration, not isolation. This is the essence of our Senate."


Cedric opened his mouth to argue further but then paused, realizing the futility of his position. He nodded begrudgingly, and Gràís turned to the next petitioner, a gentle smile returning to her face.


As the day wore on, the Empresses tackled challenges with resolve, their decisions echoing through the throne room and across the whisper crystals to every corner of the empire. With each petition granted or declined, Gràís and Elara established their authority, reinforcing their vision of a united Llamda - a realm where every voice mattered and every concern was addressed.


As the final petitioner left the throne room, Gràís and Elara exchanged satisfied glances. The first court had been a success, a testament to their leadership and commitment to the empire. They were not just rulers; they were the embodiment of hope for their people, and they were determined to protect and elevate every kingdom within their realm.


After a long day of court proceedings, Gràís D’hè MàcBhàtàr and Elara returned to their private chambers, a sanctuary of warmth and intimacy amidst the grandeur of the palace. The room was softly lit, with flickering magic crystals casting gentle shadows on the ornate walls, and a table set for a relaxed dinner awaited them.


"I can't believe how many petitions we had today," Gràís said, loosening the intricate laces of her gown. "It's going to take some time to find our rhythm in this new role."


Elara smiled as she poured wine into two elegant goblets. "We did well. The people trust us, and that's what matters. But let's not dwell on court right now. I'm more interested in spending this evening with you."


Gràís' lips curved into a playful smirk as she took her seat. "Ah, so you just want to avoid discussing Lord Cedric's outburst?"


"Precisely," Elara replied, raising her glass in a toast. "To us and our newfound freedom to rule as we see fit."


"To us," Gràís echoed, clinking her glass against Elara's. As they enjoyed their meal - roasted vegetables, tender meats, and fragrant herbs - their laughter and conversation flowed effortlessly, the stresses of the day melting away.


After dinner, they prepared for the evening's cultural event - the debut of a new opera in the royal theater. The palace was alive with energy, and as they entered the lavishly decorated theater, all eyes turned toward them. A collective hush fell over the crowd, a blend of awe and admiration at the sight of the two Empresses.


Gràís and Elara walked gracefully to their prominent box, high above the stage, adorned with plush red velvet and gilded accents. They acknowledged the throng with a regal wave, smiles beaming from their faces. As they settled into their seats, Gràís leaned closer to Elara.


"Look at them, all so eager to witness the performance. It's exhilarating, isn't it?" Gràís whispered, her eyes scanning the audience.


Elara nodded, her gaze fixed on the stage as the orchestra began to play. "It is. I love how culture thrives in our empire. It reminds me of the strength we draw from our people."


As the opera unfolded, the music filled the air, weaving a tale of love, betrayal, and redemption. Gràís and Elara were entranced, their hands intertwined, sharing glances that spoke volumes. Each soaring aria and delicate note resonated deeply within them, and the emotional weight of the performance moved them profoundly.


Yet, as the story reached its climax, their focus began to shift. Gràís turned to Elara, her heart racing as she brushed a strand of hair behind her ear. "You know," she said, her voice low, "I find it hard to concentrate on the opera when I'm so captivated by you."


Elara's eyes sparkled with mischief. "Is that so? Perhaps we should make our own music, then."


Gràís chuckled softly before leaning in closer, their lips mere inches apart. In the dim light of the box, the world outside faded away, leaving only the two of them in a cocoon of intimacy. Their lips met, softly at first, but then with increasing urgency. Time seemed to stand still as they kissed, oblivious to the opera unfolding below.


Elara sighed against Gràís' mouth, her hands exploring the delicate curves of her waist. "We should be careful. We're in public, after all."


Gràís smirked, her fingers gently caressing Elara's cheek. "Let them watch. Let them see how much we love each other."


With that, the kiss deepened, their passion igniting as they lost themselves in one another, oblivious to the audience watching the opera. The music swelled, perfectly mirroring the emotions coursing through them. They exchanged sweet whispers, their breaths mingling in the candlelit space.


"You make it so easy to forget everything else," Elara murmured, pulling back slightly to gaze into Gràís' eyes.


"And you," Gràís replied, brushing her thumb across Elara's lips, "remind me that this - this connection we have - is worth every challenge we face as rulers."


As the opera reached its final act, the audience erupted in applause, but the Empresses remained wrapped in their own world, lost in the warmth of each other's presence. They stole kisses and soft touches, knowing that while they had responsibilities to uphold, they would always prioritize the love that bound them together.


With the opera's last notes ringing in their ears, Gràís and Elara finally pulled back, breathless but radiant, ready to retreat to the privacy of their chambers.


As the final curtain fell and the applause echoed through the theater, Gràís and Elara exchanged lingering glances, a silent agreement passing between them. They slipped away from the throng of well-wishers and admirers, their hearts still racing from the evening's emotional performance and their intimate moments shared in the box.


As they entered their private chambers, the door clicked shut behind them, sealing them away from the rest of the world. The room was dimly lit, filled with the soft glow of candles that flickered gently in the evening air, casting dancing shadows on the walls.


Gràís turned to Elara, her eyes sparkling with desire. "This night has been unforgettable, but I find I want something more than just memories of the opera."


Elara stepped closer, her breath warm against Gràís' skin. "And what is it that you desire, my Empress?"


Gràís took Elara's hand, pulling her into a warm embrace. "I want to feel you - your heart, your soul - everything that binds us together. I want to lose myself in you tonight."


Elara's smile widened as she wrapped her arms around Gràís' waist. "Then let's not waste another moment."


With that, they moved to the bed, a magnificent expanse of soft silk and down pillows. The air was thick with anticipation as they settled on the plush sheets, their fingers intertwining. Gràís leaned in to capture Elara's lips, a kiss that ignited a spark between them, drawing them closer.


"Do you have any idea how beautiful you are?" Gràís whispered between kisses, her hands exploring the curves of Elara's body, tracing the delicate lines of her dress. "Every time I see you, my heart races as if it were the first time."


Elara blushed, her cheeks warming as she pressed her body against Gràís. "And you have a way of making me feel cherished, adored. It's intoxicating."


As Gràís carefully unfastened the intricate laces of Elara's gown, the fabric slid from her shoulders, pooling around her waist. Elara's skin glowed in the candlelight, every curve and contour illuminated. Gràís' breath caught at the sight, and she reached out, her fingertips grazing Elara's collarbone before trailing down to her waist.


"You are stunning," Gràís breathed, her voice a husky whisper. "I want to savour every moment with you."


Elara shivered at the heat in Gràís' tone. "Then savour me, my love. I'm yours."


Gràís captured Elara's lips again, deepening the kiss as their bodies pressed together, hungry for one another. The world outside faded into a distant memory as they lost themselves in their shared warmth. Each kiss, each caress, drew them deeper into a realm where nothing else mattered - only the two of them.


As Gràís gently pushed Elara onto the bed, she followed, hovering above her, their gazes locked. "Are you sure?" she asked, a hint of vulnerability breaking through her commanding demeanor.


"More than anything," Elara replied, her voice steady and filled with longing. "I want you, Gràís. Now and always."


With a nod of affirmation, Gràís captured Elara's lips once more, and they melted into one another. Their kisses became more urgent, their hands exploring, learning each other's bodies anew. Gràís took her time, tracing the lines of Elara's form, delighting in every soft gasp and shiver that escaped her lips.


"Your skin is like silk," Gràís murmured, her fingers dancing across Elara's abdomen, leaving trails of warmth in their wake. "I want to memorize every inch of you."


Elara giggled softly, her cheeks flushed with passion. "Then let's take our time. I want to feel every touch, every kiss."


With a teasing smile, Gràís leaned down to press her lips to Elara's neck, trailing kisses along her collarbone, moving slowly downwards. Elara arched her back, urging Gràís onward, her breath hitching with each deliberate caress.


"Gràís," Elara sighed, her fingers threading through Gràís' hair, pulling her closer. "You're driving me mad."


"That's the plan," Gràís replied with a playful grin, her voice thick with desire. "I want to make you feel everything tonight."


The room filled with the sounds of their shared breaths and soft laughter, intermingling with whispered promises and sweet nothings. As they surrendered to the rhythm of their bodies, time seemed to dissolve, leaving only the warmth and love they shared.


Eventually, they entwined themselves in each other's arms, their bodies slick with sweat and hearts racing. Gràís brushed a lock of hair from Elara's forehead, her fingers lingering against her skin. "I could stay like this forever," she confessed, her voice soft and sincere.


Elara smiled, her eyes sparkling. "So could I. But tomorrow, we must face the world again."


Gràís sighed, knowing the weight of their responsibilities loomed just beyond the sanctuary of their chambers. "But for tonight, it's just us," she whispered, capturing Elara's lips once more.


And as they drifted off to sleep in each other's arms, the world outside faded away, leaving only the warmth of their love and the promise of a brighter tomorrow.


The next day, after breakfast, the sun filtered through the high windows of the council chamber, casting a warm glow over the assembled members. The Empresses, Gràís and Elara, sat at the head of the room, their presence commanding attention. Today's session focused on one of their most ambitious proposals yet - a law centered on healthcare reform, aiming to establish universal care across the Empire of Llamda.


As the discussion began, Gràís leaned forward, slightly, her hands resting on the table. "We've seen what lack of healthcare does to the people, especially those who cannot afford private healers. It is time to formalize something more widespread, more equitable. The magi circle is more than capable of assisting in this endeavor, setting up infirmaries and training non-magical individuals to assist. We want to ensure every citizen, regardless of station, has access to care."


The room was filled with murmurs, and several councilors exchanged uneasy glances. One of them, Lord Cedric - known for his conservative views - stood up, clearing his throat. "Your Majesties, while the idea of extending healthcare to all is noble, surely we cannot expect such a service to be free of charge. The cost of running these infirmaries, employing healers, and training the uninitiated would be astronomical. The people should contribute, perhaps a modest fee based on their means."


Elara shook her head firmly, her gaze steely. "And what of those who cannot pay, Lord Cedric? Do we leave them to suffer because they were born or fell into poverty? This law is meant to ensure no one is left behind, regardless of wealth or status."


Another councilor, Lady Penelope, chimed in, "But the treasury will be stretched thin, Empress. With all due respect, who will fund such an expansive program? The Magi Circle cannot bear the cost."


Gràís, who had been listening intently, exchanged a quick glance with Elara before addressing the room. "We have already discussed a method of funding this system. A portion of the taxes collected across the empire will be earmarked specifically for healthcare. This is not a charitable endeavor, but an investment in the welling of our people. A healthy population is a strong population, and that strength benefits the Empire as a whole."


Lord Cedric, unwilling to back down, stood again. "With all due respect, Empress, taxes are already a burden for many. Adding another levy, even for a cause like this, might incite unrest. And how can we be sure that this won't lead to wasteful spending?"


Gràís' eyes narrowed slightly. "Lord Cedric, it seems your argument failed to sway anyone during our discussion of the Senate yesterday. I suspect it will have even less weight in public today. Let me make this clear - this council exists to advise, but the final decisions are ours to make. And we will not stifle anyone's voice, including yours, but you must understand that collaboration does not mean paralysis by debate."


The air grew tense, as Gràís' commanding tone filled the chamber. She stood, her figure strong and resolute as she continued, "We will not allow healthcare to become a commodity, available only to those with coin in their pockets. Our people deserve better. The infirmaries will be open to all, free of charge, and the burden will be shared by all of the Empire. That is the only path forward."


Elara leaned forward, reinforcing her wife's words. "We are not blind to the financial concerns. However, by pooling a small portion of taxes from every kingdom under our rule, the costs will be manageable. It is a collective responsibility. The idea that the wealthy should thrive while the poor are left to suffer is outdated and will not stand in this Empire. We are building something new - a future where health is a right, not a privilege."


Lord Cedric muttered under his breath, but Gràís cut him off with a sharp look. "We have entertained these concerns long enough. The law will be passed, and the Magi Circle will begin its word. Each kingdom will contribute as they should, and this council will ensure its smooth implementation. This Empire is stronger when its people are cared for, not exploited."


There was a moment of silence as the council absorbed the Empresses' firm stand. Then, Lady Penelope spoke again, her tone more measured this time. "I see the wisdom in your words, your Majesties. Perhaps it is time we rethink how we prioritize our resources. A healthy empire is indeed a stronger one."


Lord Cedric, though still visibly displeased, begrudgingly nodded. "If this is your will, Your Majesties, we will support it."


Gràís allowed a brief smile to touch her lips. "Good. Let us proceed, then. We will also be sending whisper crystals to each kingdom so that we can maintain open and immediate communication with everyone. The Magi Circle will need time to establish training centers and recruit healers, both magical and non-magical, but we expect this to move quickly. The sooner we act, the sooner our people benefit."


Elara turned to the group and said. "This council exists to manage the daily operations of the empire, but let it be known that when we see the need for decisive action, we will take it. This healthcare initiative is just the beginning of what we aim to achieve. With your cooperation, we can build a stronger, more united empire."


The room willed with murmurs of agreement as the councilors began discussion the finer points of implementation, but the message was clear: the Empresses word was final, and they were not afraid to exercise their authority when necessary. Healthcare for all was no longer a mere discussion but a law in the making, a promise to their people that their well being was of the highest priority.


The tension in the council chamber eased slightly as the discussion around healthcare settled, but Gràís and Elara weren't finished yet. The Empresses exchanged knowing glances, their eyes sparkling with amusement. Gràís titled her head, gesturing to Elara to take the lead this time.


Elara grinned, leaning back in her chair. "Well, since we've spend the morning debating healthcare, how about we move on to another important argument - education for our youth. As in, free education for all children across the Empire."


The murmurs in the chamber immediately grew louder, with councilors exchanging incredulous looks. The tension returned swiftly, and it was clear this idea wasn't going to be received easily.


Lord Cedric, ever the conservative critic, was the first to voice dissent. "Your Majesties, you cannot be serious! Free healthcare is one thing, but free education for everyone? The cost would be -" he waved his hands as if trying to grasp the enormity of it "- impossible to sustain!"


Lady Penelope nodded in agreement. "The infrastructure alone, the teachers, the materials - this would drain our treasure dry. We already have schools for the nobles and those of higher station. What need do the common fold have for formal education?"


Gràís, who had been watching the councilors with an amused glint in her eyes, finally spoke up. "You assume, Lady Penelope, that only nobles need an education. But let me ask you this: when the Empire needs skilled architects to build our cities, or talented mages to protect our borders, or competent healers to staff the very infirmaries we discussed - do we only want those born to noble blood filled those roles?"


Lord Cedric's eyes narrowed. "Are you suggesting that the common folk should be given the same education as the nobility? They cannot hope to..."


"They can," Gràís cut him off firmly, her voice brooking now argument. "And they will. Intelligence, skill and potential are not limited to bloodlines. We have seen countless individuals from humble origins rise to prominence because they were given a chance. Education is that chance."


Elara nodded, picking up the thread. "If we are to grow as an empire, we must nurture the minds of every citizen, not just the privileged few. We need teachers, healers, scholars, inventors - people who can drive us forward. Free education will ensure that no potential is wasted. We will provide schools in every kingdom, and each kingdom will be responsible for building and staffing these institutions. The Magi Circle can also assist in providing magical education where needed."


There was a pause, then Lady Penelope spoke again, still hesitant but more measured this time. "But... the cost. How will we afford this? The common folk can contribute something, surely."


Elara shook her head. "We will fund it through taxes, just as we are with healthcare. A small portion from each kingdom, pooled together, will ensure that every child in the Empire has access to education. In this way everyone will be contributing to it. This is yet another investment."


Lord Cedric scoffed. "An investment? The commoners will never appreciate such a gift. They'll squander it, and we'll be left paying for their laziness."


Gràís' eyes flashed, her voice cutting through the room like a blade. "I've heard enough of this talk, Lord Cedric. You seem to think that the common folk are beneath you, but let me remind you that without them, this Empire would collapse. They are the farmers, the builders, the soldiers who protect us. Denying them education is denying the Empire a brighter future."


Her voice softened, but her words were no less powerful. "I was once someone overlooked, underestimated by many other rulers. People like you didn't think I could amount to anything. But here I stand, Empress of Llamda. You will not stifle the potential of this Empire's youth because of outdated ideas."


Elara placed a gentle hand on Gràís's arm, grounding her. "We understand your concerns, but this is about the future of the Empire, not just the present. The more educated our people are, the stronger we become. It means fewer uprisings, more innovation, and a healthier society. This is not a luxury. It's a necessity."


Lord Cedric clenched his jaw, but before he could argue further, Lady Penelope raised her hand. "Perhaps... perhaps the Empresses are right. We've always held to the idea that only nobles could lead, but that has proven false many times. If education can bring new ideas, new solutions, then it may be worth the investment."


Gràís nodded appreciatively. "Precisely. We aren't asking for a grand gesture - just schools in each city and town, properly funded and supported. Each kingdom will select its own educators and provide the space. The Magi Circle will assist with training where needed. The goal is to create a generation of citizens who are not only capable but inspired."


Elara leaned forward, her eyes sharp as she addressed the council. "We will communicate this decree via whisper crystals. Every kingdom will be given clear instructions on how to implement this schools, with their culture and history given highest priority. And just as with healthcare, this is not up for debate. It will happen."


There was a beat of silence before one of the quieter councilors finally spoke up. "I... see the merit in this plan, Your Majesties. If it's handled properly, it could indeed strengthen the Empire. But we must ensure that the funds are used efficiently."


Gràís smiled, satisfied with the shift in the room's tone. "Then let us work together to ensure that efficiency. The day-to-day details of these initiatives will be managed by the Senate."


The councilors slowly nodded, some more reluctantly than others, but the Empresses had made their position clear. Education for all was not a proposal: it was an inevitability.


After a long pause, Lady Penelope broke the silence with a small sigh. "Very well, Your Majesties. If this is to be the future of the Empire, then we will support it."


Gràís smiled, her eyes meeting Elara's in a moment of shared triumph. "Good. Then let us get to work."


As the councilors murmured amongst themselves, Gràís and Elara prepared to move on to the next item on the agenda. Lord Cedric, who had been quite for some time after his earlier objection, suddenly cleared his throat. His expression was still stern, but there was a glint of determination in his eyes.


"If I may, Your Majesties," Cedric began, his voice measured and calm, "I would like to propose a measure that, I believe, could greatly benefit the Empire as we move forward with these ambitious reforms."


Elara raised an eyebrow, curious. "Go ahead, Lord Cedric. We're listening."


Cedric nodded, gathering his thoughts before speaking. "While I understand the need for free healthcare and education, we must not lose sight of the value of responsibility and hard work. As we build these new systems, I propose that we introduce a requirement for a certain level of civic duty or service in exchange for these benefits - specifically for those receiving higher levels of education or healthcare support. This could take the form of military service, public works projects, or contributions to the upkeep of infrastructure."


Gràís narrowed her eyes slightly, but her expression was thoughtful rather than dismissive. Cedric continued, sensing the opportunity.


"I'm not suggesting we charge citizens directly for these services. But encouraging individuals to give back to their communities - whether through labour, military service, or other forms of civic engagements - we instill a sense of pride and responsibility. The people benefit from the Empire's generosity, but they also understand that they are part of what keeps the Empire strong. This way, we ensure that the common people are not simply recipients, but active contributors to the growth and stability of Llamda."


Elara leaned forward, intrigued. "So you're proposing a form of public service requirement, akin to a duty to the Empire in exchange for benefits?"


Cedric nodded again. "Precisely. This would help the people feel more connected to the Empire and ensure that everyone is contributing to the prosperity we're aiming to create. It would also provide us with additional manpower for various needs - military defense, maintaining public infrastructure, even helping with education and healthcare itself."


There was a pause as the Empresses considered his idea. Gràís tapped her fingers on the arm of her throne, her brow furrowed. "A sort of national service, then?"


Cedric inclined his head. "Yes, Your Majesty. It would not be punitive, but rather a way to encourage a sense of duty. Those who receive the benefits of free education and, or healthcare would, in turn, contribute to the greater good."


Gràís leaned back, exchanging a look with Elara. "It's not without merit," she said slowly. "A sense of civic duty is important. And it would ensure that people understand the value of what they're receiving. It could also help build a stronger bond between the people and the Empire."


Elara nodded in agreement, her eyes brightening as she thought it through. "It could also give people the opportunity to develop practical skills - whether in the military, or other form of public words. And for those who cannot serve in the armed forces, there would still be other ways to contribute."


Lord Cedric, sensing that his idea was gaining traction, added, "Exactly, Your Majesties. It would not be an overwhelming burden - perhaps a few years of service after completing their education and those years need not be served all at once. It would ensure that the people remain connected to the Empire."


Gràís smiled faintly. "A reasonable suggestion, Lord Cedric. You're proposing a system that benefits both the Empire and its citizens, while ensuring that people give back to the society that supports them. I can see value in this."


Elara nodded. "As long as the service requirements are fair and do not place undue hardships on anyone, I think it would be a good way to foster loyalty and community spirit. We'll need to refine the details, of course - how long the service would be, what kinds of contributions would count - but overall, I think you've presented a sound idea."


Gràís turned to the rest of the council. "Does anyone have objections to this proposal? We will, of course, ensure that this civic duty is voluntary in spirit but with enough incentive that people will want to participate. It will not be a form of forced labour, but rather a way for people to invest in their homeland and see the rewards of their efforts."


The councilors exchange glances, but no one spoke up in opposition. Even Lady Penelope, who had been skeptical earlier, nodded thoughtfully. "I think, Your Majesties, that it could work, as long as it is implemented carefully."


Lord Cedric allowed himself a small, satisfied smile. "Thank you, Your Majesties. I believe this will strengthen the bonds between the people and the Empire."


Gràís nodded, a hint of respect in her gaze as she looked at Cedric. "You've given us much to consider, Lord Cedric. We'll draft the specifics of this plan and ensure that it aligns with our goals for a unified and prosperous Empire."


Elara smiled warmly. "Thank you for for your contribution, Lord Cedric. Your conservative viewpoint, when applied thoughtfully, can indeed benefit us all."


Cedric bowed his head. "I am at the service of the Empire, Your Majesties."


With that, the discussion moved on, but the Empresses knew they had taken a significant step toward building a stronger, more unified Empire - one that was sustained by both the people and their sense of responsibility to the future.


Later that day, Gràís and Elara stood in the Imperial Council Chamber, the light from the grand windows casting a soft glow across the polished marble floor. The room was now empty, save for the two Empresses and a handful of trusted aides preparing the whisper crystals for the empire-wide broadcast. Both Gràís and Elara sat upon their thrones as they prepared to address the entire Empire.


As the whisper crystals hummed to life, their magical resonance filling the room, Elara stood up and stepped forward, her voice calm and authoritative. "People of Llamda, Valoria, Dùn Ard, Brynmir, Dùn Breagha, and the Elven realm of Elarion, your Empresses speak to you today with important news concerning the decisions made this morning by your council."


Gràís stepped beside her, her voice resonating with command and certainty. "We have worked diligently to ensure that the reforms we are putting in place will not only benefit the Empire but also strengthen the bonds between all our Kingdoms. Our first announcement concerns the establishment of a new healthcare system. The Imperial Senate, alongside the Magi Circle, will oversee the creation of infirmaries in every city and township. These infirmaries will be staffed by both magical healers and non-magical personnel, trained and supported by the Magi Circle, to provide free healthcare to all citizens of the Empire."


Elara picked up the thread seamlessly, her expression warm yet resolute. "This system will be funded through a portion of the Empire's taxes, ensuring that every citizen, regardless of their wealth or status, has access to the care they need. We have rejected the notion of charging individuals for their health, as every life in the Empire is of equal value."


Gràís glanced at Elara with a knowing smile before turning her gaze back to the whisper crystals. "In addition, we have taken steps to secure the future of our children. Education, from the most basic to the highest levels of study, will now be made available to every youth across the Empire - free of charge. This is a gift we bestow upon the next generation, ensuring that they are well-equipped to contribute to the prosperity and unity of our great Empire."


Elara paused for a moment, letting the gravity of the statement settle before continuing. "We believe in the potential of all our people of all statuses, and we will give every citizen the tools to shape their own destiny. However, we also recognize the importance of civic duty. In exchange for these opportunities, we will encourage all those who receive advanced education or long-term healthcare to give back through service to the Empire. This could be through military service, public works, or community support, reinforcing the bonds of responsibility and pride in our shared home."


Gràís stepped forward slightly, her commanding presence unmistakable. "These are decisions made with the future in mind. The Senate, with representatives from each Kingdom - one noble-born and one common-born - will oversee the day-to-day governance of these initiatives. Every Kingdom will be responsible for selecting their representatives, ensuring that the voice of the people is heard at the highest level of governance. But make no mistake - though the Senate will govern many matters, Elara and I, as your Empresses have the final say in all things that shape this Empire."


Elara smiled softly, her tone slightly more relaxed. "These measures are for the benefit of all, and we have taken great care to ensure that every voice, from the wealthiest to the humblest, is considered. We are not here to stifle debate, but to collaborate in shaping a future that works for everyone."


Gràís added, her voice firm, "And so, as of today, these decisions are law. We expect every Kingdom to begin selecting their Senate representatives immediately. You will receive further instructions through the whisper crystals in the days to come, and we will continue to communicate openly as we move forward with these plans."


There was a moment of silence before Gràís and Elara shared a glance, their bond evident in the brief exchange. Then, together, they spoke the final words of the announcement.


"To the people of Llamda, to every citizen of the Empire - your Empresses stand with you. We will build a future of strength, unity, and prosperity together."


As the whisper crystals powered down, the hum dissipating into the air, the Empresses exchanged a quiet smile. Their message had been delivered. Now, they waited for the reaction within the Empire.
